Job summary

An exciting opportunity offered within the Military Corrective Training Centre (MCTC). The Resource Manager role is both varied and gratifying. Assisting in the delivery of the MPS Regiment's outputs in a safe and secure detention environment, whilst concurrently coordinating and programming the Regiments expenditure to ensure outputs are providing Defence with value for money and ensuring compliance with Health & Safety.

The Military Corrective Training Centre (MCTC) is the Ministry of Defences single central custodial facility. It differs from other forms of detention in some important respects. The staff and detainees are service personnel, although civilians subject to service discipline can also be held. Many of those detained will resume their careers in the Armed Forces when they complete their sentence, the rest are discharged from the services and return to civilian life when they are released. Although under Army command, it is a tri-service establishment, with staff from the Civil Service, Army, Royal Navy and Royal Air Force.

The position offers 37 hours per week.

This post will suit a highly skilled and motivated individual who is keen to take the initiative and coordinate and programme the Regiments expenditure to ensure outputs are providing Defence with value for money in addition to ensuring compliance with Health & Safety.

The nature of the job ensures variety, MCTC is a Tri-Service establishment that requires Civil Service support to deliver key objectives,

Versatility will be required to work in a collaborative working environment, the ideal candidate will need to possess external liaison communication ability underpinned by a desire to deliver an effective and efficient level of support.

Duties and responsibilities within the Resource Manager role can be varied and this requires a positive approach, flexibility and willingness to prioritise tasks in a methodical order.

Responsibilities of the role include but are not limited to:
  • Handle in-year spending ensuring all spends are allocated accurately and all Low Value Purchases (LVP) are within profile.
  • Support the Regimental 2IC in the programming of all Regimental Financial Year 1-5 budgeting.
  • Manage all contracts as a non-commercial designated officer, providing critical functions within the Regiment that cannot be delivered by military personnel.
  • Coordinate Soft and Hard FM contracts to enable a safe, secure and appropriate working environment.
  • Assure Health & Safety compliance for the unit.
  • Support the Quarter Masters department through administration of key meetings including SHEF, Equipment Care, SIMM and departmental meetings.
  • Remain qualified and up to date with current and emerging Civil and Military legislation pertinent to the task. This may include attendance at meetings or courses as appropriate.
Person specification

  • Ability to apply intelligence to identify, analyse and solve problems, both practical and intellectual.
  • The ability to articulate verbal and written communication, on all aspects of the custodial environment to the Chain of Command and external organisations, including Headquarters Provost Marshall (Army). Produce logical, proficient, convincing and accurate written work and able to brief team members.
  • Adapts to new circumstances, bringing to bear both common sense and innovation. Anticipates problems and grasps opportunities for improvement.
  • Effective Intelligence - Demonstrates mental agility to assimilate sophisticated or multiple pieces of information, applying informed judgement to provide a considered output.
  • Able to work autonomously. To develop a working knowledge of Joint Service Publications and single Service policies pertinent to the wider custodial environment. Shows clear understanding of professional environment.
  • Achieving Results - Perseveres to achieve objectives competently, allocating and amending priorities to meet aims and objectives.
  • Accountability - Takes ownership for work activities and achieves agreed commitments to a high standard for themselves.
  • Proficiency in MS Office applications and a good level of IT literacy.
  • Be a team player, ready to jump into the role and not be afraid to ask questions. We all work closely together, so collaboration is key.

Essential:
  • Strong communication skills, both written and verbal.
  • Proactive and efficient with the ability to deliver at pace.
  • Is highly organised and self-motivated.
  • You shouldpossessthe ability to reference Health & Safety publicationsin order toachieve a suitable outcome.
  • Is IT literate with good working knowledge of MS Office applications.
  • Experience of analysing data, producing statistics, and pulling together reports.
  • Financial Skills Certificate (or willingness to complete on appointment).
  • NEBOSH General Certificate (or willingness to complete on appointment).

Desirable:
  • Awareness of invoice & purchase order processing and obtaining quotes from suppliers.
  • International Computer Driving Licence (ICDL) level of Level 2 IT skills or equivalent.

A modern apprenticeship is a combined package of work and training. Professional qualifications which can be achieved through an apprenticeship range from Level 2 (equivalent to 5 GCSEs/ broadly equivalent to Scottish National 5s(N5s)), Level 3 (equivalent to 2 A Levels//broadly equivalent to Scottish Higher/Advanced Higher (H/AH)), and Levels 4 -7, which can give you a foundation degree, a full Bachelors degree, or a Masters degree. They normally last between 12 months - 3 years, depending on the level of the apprenticeship.
