Job summary

His Majestys Naval Base Clyde (HMNB Clyde) is home to the United Kingdoms Strategic Nuclear Deterrent, Astute Class Attack Submarines, First Mine Counter Measure Squadron and 43 Commando (Cdo) Royal Marines. It is an operational support and maintenance base, within the Navy Command TLB (Top Level Budget) and comprises both Faslane and Coulport sites.

HMNB Clydes primary purpose is to provide engineering and logistical support to the Royal Navy in maintaining Continuous at Sea Deterrent (CASD). This is achieved by ensuring at least one Vanguard Class submarine is on patrol at sea every day of the year. Royal Naval Armaments Depot (RNAD) Coulport is responsible for the storage, processing, maintenance and issue of the Trident Weapon System and the ammunitioning of all submarine-embarked tactical weapons.

The position is advertised at 37 hours per week.

Job description

Superintendent Faslane Site (SFS), as the Site Operator, oversees the delivery of capabilities and services in support of waterfront operations. It is SFS responsibility to ensure submarine & surface ship engineering and Waterfront Infrastructure/Dockyard port outputs from HMNB Clyde deliver the requirements of Navy Command in accordance with operational programmes and tasking.

The purpose of the Dreadnought Integration Manager (DDNTIM), on behalf of SFS, is to ready HMNB Clyde for the arrival of HMS DREADNOUGHT and the transition to support PWR3 operations. The DDNTIM is responsible to SFS for the leadership, oversight and management of Dreadnought requirements across all naval base Defence Lines of Development (DLODs) in support of HMNB Clyde strategic objectives.

Additionally, the DDNTIM is responsible for the Operational Capability and associated development of polices, processes and procedures that directly support PWR3 methodologies and operations at HMNB Clyde.

The DDNTIM discharges this responsibility by :
  • Providing Assurance to SFS, that all Dreadnought PWR3, Nuclear Weapon & Weapons, Ordnance, Munitions and Explosives activities/operations planned to be undertaken within the HMNB Clyde Authorised Facilities are developed in conjunction with the Site Safety Case ensuring Design Intent for PWR3 operations is maintained.
  • Provide Assurance to the Naval Base Authorise that HMNB Clyde arrangements, in readiness for Dreadnought, are delivered.
  • Ensuring that development of Secondary System Cleanliness regimes and policies, processes and procedures unique to PWR3 are identified and managed in accordance with relevant system specifications.
  • Identify and develop any organisational changes required iaw Authorisation Condition 36.
  • Act as SFS Single Point of Contact within the Dreadnought Transition Working Group and Naval Base Transition arrangements. DDNTIM ensures nuclear and conventional safety along with design intent is maintained across all vessel support capabilities. This includes conventional Health & Safety and Non-Nuclear Maintenance activities.
  • Ensuring, via Deputy Head Infrastructure (DHI), that the Waterfront Infrastructure Requirements Set (WIRS) specific to PWR3 are delivered in time for the Dreadnought Declared Readiness date.
  • Act as the HMNB Clyde Dreadnought Readiness Hold Point Control Sponsor ensuring all deliverables are identified and recorded, owners agreed and progress monitored, updated and reported at agreed intervals supporting the Vessel & Crew Support Operations Working Group (V&CSOWG) Chair.
  • Interface and influence Site groups and committees as necessary in the delivery of change in support of Dreadnought Readiness:

Person specification
  • Minimum of Higher National Certificate in an engineering/science subject (or equivalent qualification or experience).
  • The ability to understand the derivation process and application of Examination, Inspection, Maintenance and Testing requirements for Structures, Systems and Components.
  • Experience of presenting information to stakeholders e.g. Safety Committees, such as an Authorisee's/Licensee's Nuclear Safety Committee (NSC)
  • A track record of making intelligent evidence based decisions using various sources of data.
  • The ability to effectively manage and prioritise your own and a team's workload

External recruits who join the MOD who are new to the Civil Service will be subject to a six-month probation period.

This post is on the MOD Civilian Nuclear Post Control List (PCL) and may attract the Nuclear Recruitment and Retention Allowance (RRA). This is a discretionary allowance. The post being listed on the PCL does not mean that the post holder will have an automatic entitlement to receive the RRA. The NSQEP RRA is not a contractual allowance and can be amended or withdrawn without notice in line with MOD Main and Submarine Delivery Agency policy.

Where business needs allow, some roles may be suitable for a combination of office and home-based working. This is a non-contractual arrangement where all office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to capacity and any required workplace adjustments. Requirements to attend other locations for official business, or work in another MOD office, will also count towards this level of attendance. This role is suitable for hybrid working, which is an informal, non-contractual and voluntary arrangement, blending a balance of attendance in the workplace (the permanent duty station, HMNB Clyde, which is based on business assessment of where the work is best done) and working from home as a personal choice. If you are successful, any opportunities for hybrid working will be discussed with you prior to you taking up your post.
